The National Treasury is responsible for managing South Africa’s national government finances.

Vintages

We release one vintage per annum, starting at 2015. A vintage for year x aligns with the budget speech in March of that year, with (at least) provisional estimates for the previous fiscal year, and a forecasted estimate for the fiscal year April, year x, to March, year x +1. There are several fiscal years in each vintage, going back and forward in time, and EconData presents data from older vintages in newer vintages where the data in the newer vintage does not stretch that far back in history.

It will take about 10 minutes to download the 2025 vintage. The 2025 vintage has the following number of series for each province, where we break up the counts by the first economic level (the first character of the 4th dimension).

Aggregation

The final data are completely micro. We do not provide aggregations. This is not a problem, rather a feature for the analyst to be aware of, as aggregations can easily be created from the microdata. This also ensures that aggregation series do not throw up curveballs during the analysis.

Cleaning

Period

When economists analyze fiscal budgets, the YYYY short-hand refers to the following year. Whereas, when analyzing tax, the YYYY short-hand refers to the previous year. For example, the “2024” fiscal year is 2024/25, from 1 April 2024 to 31 March 2025; but, the “2024” tax year is 2023/24, from 1 March 2023 to 29 February 2024. Think of it this way: the budget plans ahead, whereas taxes have to be evaluated in retrospect. Financial years in private companies is another concept. Whilst EconData uses 1st January as the period date for annual series, the Fiscal Offset concept (literally, three months, in South Africa) helps to guide how fiscal data across different countries should be put together.
